Sports betting is completely legal and regulated in Uganda under the comprehensive framework established by the Lotteries and Gaming Act of 2016 (1). The legislation provides for the licensing and regulation of all forms of gambling activities, including sports betting, casinos, lotteries, and gaming. Uganda operates a liberalized gambling market where licensed operators can legally offer sports betting services to residents, both online and through physical establishments.
The National Lotteries and Gaming Regulatory Board (NLGRB) serves as the primary regulatory authority responsible for overseeing the gambling industry in Uganda (1). Under Section 4 of the Lotteries and Gaming Act 2016, this government body is mandated to issue licenses for lotteries, casinos, gaming and betting operations throughout the country (2). The Board ensures that all gambling activities operate within legal parameters while protecting citizens from the adverse effects of gaming and betting.
"The Board shall regulate and supervise the establishment, management and operation of lotteries, gaming, betting and casinos in Uganda and protect the citizens from the adverse effects of gaming and betting in Uganda."
Licensed sports betting operators in Uganda must comply with strict regulatory requirements, including minimum capital requirements, technical standards for betting software, and age restrictions preventing minors from participating. The legal gambling age is set at 25 years under the Act, which is notably higher than many other jurisdictions. All licensed operators are subject to taxation and must adhere to responsible gambling measures designed to protect consumers from gambling-related harm while contributing to government revenue.
